Highway 18 is the road that runs through Big Bear Valley, not just up to it. Everything below is what Caltrans is reporting on it right now.

Highway 18 is clear.

Caltrans imposes chain control segment by segment, and every segment has its own elevation. A restriction on one road up the mountain often does not apply to the other two.

Highway 18 reaches Big Bear from the west along the Rim of the World, climbing out of Running Springs where Highway 330 joins it, running past Snow Valley and around the north side of the dam into Big Bear Lake. Inside the valley it becomes Big Bear Boulevard, the main street through Big Bear Lake and Big Bear City, and then leaves the east end of the valley past Baldwin Lake and drops down the desert side to Lucerne Valley.

That second half is the one people forget. If you are coming from Victorville, Apple Valley or anywhere in the high desert, Highway 18 from Lucerne Valley is the short way in and it is a different climb entirely from the Rim side — drier, more exposed, and often clear when the western approaches are not.

The highest chain-control segment Caltrans publishes on this route tops out at about 6,840 feet, near Big Bear Dam. That puts it between Highway 330 and Highway 38 for elevation.

Highway 18 is the only continuous road along the south shore. When it closes inside the valley — a collision at the dam, a downed line across Big Bear Boulevard, a wildfire near the north shore — it does not just stop people getting up the mountain. It can cut the valley in half, leaving the north shore and the south shore reaching each other the long way round.

That is why a closure here shows up on the incident feed as well as in the Caltrans report. A route report can say the highway is open while a lane is blocked in the middle of town.

On the western approach, the stretch between Running Springs and the dam is the part that goes under chain control first, and the part most often closed for snow removal or a spun-out vehicle blocking a lane.

The Lucerne Valley side closes far less often, but when it does it is usually wind, blowing snow across the open desert grade, or a rockfall on the switchbacks below Baldwin Lake.

In summer the pattern changes completely: a wildfire anywhere along the Rim can close this highway with no warning and keep it closed for days, which is a different thing from a snow closure that clears by afternoon.

Is Highway 18 the fastest way to Big Bear?

From the Inland Empire, most drivers reach Big Bear on Highway 330 and then join Highway 18 at Running Springs, because 330 is the shorter climb. Highway 18 the whole way from Lake Arrowhead is longer but avoids the steepest section. From the high desert, Highway 18 up from Lucerne Valley is the direct route and has no faster alternative.

What is the difference between Highway 18 and Big Bear Boulevard?

They are the same road. Highway 18 becomes Big Bear Boulevard once it enters Big Bear Lake and stays that way through Big Bear City before reverting to open highway on the way down to Lucerne Valley.

Three state highways reach Big Bear Valley and they do not reach it at the same height, so one can be closed while another is bare pavement. If Highway 18 is restricted, one of these is usually the road that is open.
